The “Center for Chinese Language and Professional Skills” High-quality Development Seminar Organized by our College was Held Successfully
On October 23, 2023, guided by the Center for Language Education and Cooperation, Ministry of Education(hereinafter referred to as the “CLEC”), organized by Beijing Polytechnic College and co-organized by the Non-Ferrous MetalIndustry Talent Center, the “Center for Chinese Language and Professional Skills” High-quality Development Seminar was successfully held in Shangri-La Hotel, Shougang Park.Hu Zhiping, Deputy Director of CLEC, Ministry of Education, Wu Lei, Senior Project Supervisor of Asian-African Division, CLEC, Ministry of Education, Associate Researcher Zheng Jian, Head of International Cooperation and Exchange Department, Center for Vocational Education Development, Ministry of Education, P.R. China, Xie Chengjie, Secretary of the Party Committee and Director of the Non-ferrous Metal Industry Talent Center, Song Kai, Deputy Secretary of the Party Committee and Deputy Director of the Non-ferrous Metal Industry Talent Center, Xu Jingyuan, Assistant to General Manager of North Mining Co., Ltd., Prof. Song Jihua from Beijing Normal University and other leaders and experts as well as representatives of 21 institutions and enterprises participating in the building of the Center for Chinese Language and Professional Skills were present by invitation. The seminar was held online and offline simultaneously, and was hosted by Zhou Yan, Vice President of our College.

President An Jiangyingmade a speech on behalf of our College. He pointed out that in 2021, the College and CLEC, Ministry of Education jointly built the Center for International Education on“Chinese+TVET”, which is mainly designed for various “Chinese+TVET” training programs, “Chinese+TVET” teaching resources development, “Chinese+TVET” related academic researches, etc. In recent years, the College has carried out a lot of exploration and practice in “Chinese+TVET”, such as carrying out “Chinese+TVET” training for local employees of overseas China-invested enterprises, development of “Chinese+TVET” teaching materials, training of local Chinese teachers in foreign countries, Chinese Bridge projects, etc., which has cultivated a large number of outstandingtalents with technical skills for Belt and Road countries and enhanced the friendly exchanges and people-to-people ties among people of the Belt and Road countries. Moreover, our College has worked together with CLEC, Ministry of Education and Tibet Mount Everest Argentina Lithium Potassium Co., Ltd. to build the first Center for Chinese Language and Professional Skills in South America, namely, the Argentina “Lithium Potassium Limited Center for Chinese Language and Professional Skills”. This year, our College will send Guo Kai from the School of Electromechanical Engineering to Argentina to give “Chinese+TVET” training for local employees. The Center for Chinese Language and Professional Skills is a new teaching mode launched by CLEC in 2021, which, at present, has become an important platform for internationalized development of vocational education, an important path for vocational colleges to improve service capabilities and promote the construction of “dual high-level” plan and an effective measure to promote the sustainable development of overseas China-invested enterprises. It is hoped that this seminar will promote the building of Center for Chinese Language and Professional Skillsin domestic vocational colleges and overseas China-invested enterprises, promote the colleges and enterprise to go out collaboratively and serve the international capacity cooperation. The seminar aims to discuss the construction mode, operation organization, language teaching and skills training and other construction contents of the project of Center for Chinese Language and Professional Skills, expecting to improve the management and operation level of each Center for Chinese Language and Professional Skills, build a platform for communication and establish a long-term mechanism.
Deputy Director Hu Zhiping pointed out in his speech that the project of Center for Chinese Language and Professional Skills adopts the form of embedded development. With support from CLEC, in-depth cooperation is developed between Chinese and foreign colleges and enterprises. They jointly design curriculums, organize teaching activities, carry out practical training and focus on cultivating new local versatile talents who are competent in language, skills and culture. Since the launch of the project of Center for Chinese Language and Professional Skills at the end of 2021, CLEC has established 23 Centers in 16 countries. In China, there are 3 universities and 18 higher vocational colleges participating in the project construction as contractors, serving more than 20 large “going global” central enterprises, state-owned enterprises and private enterprises. According to the feedback of enterprises, the courses offered by theCenter for Chinese Language and Professional Skills are closely combined with needs of the enterprises, which are highly targeted and practical, so they are widely accepted by local employees and managers. Through training, employees have improved their Chinese language proficiency and professional skills and have a deeper understanding of Chinese corporate culture, which significantly increases the cohesive force, work efficiency and productivity effect of enterprises. Some Center for Chinese Language and Professional Skills also provides services to thesurrounding communities in addition to the enterprises. For example, the Argentina Lithium Potassium Limited Center for Chinese Language and Professional Skills organized by Beijing Polytechnic College, in addition to the training programs provided for enterprises, also provides “Chinese+TVET” training for community residents of Salta City where the Center is located, which has gained great social benefits and made the people-to-people ties between China and Argentina closer.
However, as a new form, new model and new try of “Chinese+TVET”, Center for Chinese Language and Professional Skills is now in the stage of pilot implementation. It is necessary to integrate and give full play to the respective advantages and strengths ofCLEC, colleges and enterprisers to further improve and strengthen the school-running mode and mechanism, enrich and reinforce the support from teaching resources, cultivate more double-professionally-titled teachers who have high-level vocational skills and are able to teach Chinese language and culture, so as to better meet the booming demands of education’s “going global” and “going global” China-invested enterprises. This seminar is held at the right time, which is of great significance. It is hoped that every Center will, according to the practical situation of school running, sum up experience of school running of Center for Chinese Language and Professional Skills, find out the difficulties and problems, draw on the wisdom of the masses, pool the wisdom and efforts of everyone, offer advices and suggestions for construction of Center for Chinese Language and Professional Skills and promote the sustainable high-quality development of Center for Chinese Language and Professional Skills.
Xie Chengjie, Secretary of the Party Committee and Director of the Non-ferrous Metal Industry Talent Center, made a speech. He pointed out that the high overseas investment makes it urgent for China-invested enterprises to cultivate a large number of local employees who are skilled, know Chinese technology and equipment, understand Chinese business management culture and proficient in Chinese. The “Chinese+TVET” meets the urgent needs of production and operation of overseas China-invested enterprises. It will help them bring the Belt and Road Initiative into full play and build the people-to-people ties among the Belt and Road countries, so it gets genuine and sincere, all-around and long-term support from local governments and masses. Center for Chinese Language and Professional Skills is an important exploration forensuring high-quality development of enterprises. Speeding up the construction of Center for Chinese Language and Professional Skills will help overseas enterprises maintain sustainable growth. The overseas enterprises are participants and beneficiaries of the Center for Chinese Language and Professional Skills. The Non-ferrous Metal Industry Talent Center will continue to do a good job in provision of services and management. Under the guidance of the Center for Language Education and Cooperation, Ministry of Education, it will cooperate with the “going global” China-invested enterprises and vocational colleges at home and abroad to carry out the “Chinese+TVET” training activities and contribute its efforts to realization of high-quality development of the Center for Chinese Language and Professional Skills.

Six representatives present at the meeting from universities and enterprises participating in construction of the Center for Chinese Language and Professional Skills shared their experiences in turn. From the operationsituation, the challenges faced, the following work prospects and other aspects, they elaborated the business philosophy of each Center for Chinese Language and Professional Skills and their thoughts on its planning. They highly praised and fully affirmed the teaching mode of integrating theory and practice into one and the good practical training conditions of our College.

All attendees hope that there will be more opportunities available in the future for exchanges, resources sharing, complementing each other's advantages, pooling the wisdom and efforts of everyone, working together to go global, jointly improving the high-quality development and construction of the Center for Chinese Language and Professional Skills and improving the operation and management level of project of the Center for Chinese Language and Professional Skills. This year marks the 10th anniversary of the Belt and Road Initiative, and the co-construction of the Belt and Road has stepped into a new stage of high-quality development. People-to-people ties is an important foundation for co-construction of the Belt and Road. International Chinese education, as an important part of the global transmission system of Chinese language and culture, is of great significance to promoting Chinese culture to the world. As a new mode of education on “Chinese+TVET”, the Center for Chinese Language and Professional Skills is an important way for us to actively participate in the co-construction of the Belt and Road, serve the international capacity cooperation, and make the people-to-people ties among countries closer. As a principal part of the Center for Chinese Language and Professional Skills, both enterprises and colleges should play a positive and important role, take the initiative to undertake social responsibility, become a bridge for communications between China and the world and serve a messenger to tell stories of China and spread voices of China.
In the future, our College will still strive to move forward, actively cooperate with various fields and, according to the enterprises’ requirement for the talented and needs of the local social and economic development, establish an international development mode for “Chinese+TVET” that integrates overseas international Chinese education and vocational skills training,HSK examination, local teacher training,teaching resources research and development,enterprise customized training, China-Argentina cultural exchanges, university-enterprise cooperation and scientific research into one. The chance of Center for Chinese Language and Professional Skills will be taken to contribute efforts to maintaining the friendship between China and Argentina. A solid guarantee of talents for serving the national Belt and Road Initiative will be provided.
